For the purposes of the CSIRO ActivFire® Scheme the following definitions apply.
‘Commonwealth Scientific and Industrial Research Organisation (CSIRO)’ means an independent statutory authority constituted by the Australian Government and operating under the provisions of the Science and Industry Research Act 1949.
‘CSIRO Verification Services’ means a division of CSIRO operating as a registered testing authority.
‘Body’ means an administrative or legal entity that has specific tasks and composition.
‘Listing body’ means a body operated for the purposes of registration and listing products based upon evidence of conformity with relevant reference criteria.
‘ActivFire® Scheme’ means the listing body, owned by CSIRO and operating within CSIRO Verification Services, for the purposes of listing active fire protection equipment.
‘Certification system’ means a system of rules of procedure and management for carrying out certification of conformity.
‘Certification scheme’ means a certification system as related to specified products, processes or servcies to which the same particular reference criteria, rules and requirements, and the same procedure apply.
‘Certification body’ means a body the conducts certification of conformity.
‘Recognised certification body’ means a body which operates a certification scheme of which one, more than one, or all of the designated functional elements of its certification system are recognised by ActivFire® Scheme.
‘Registered testing authority’ means a body defined by the Building Code of Australia, A1.1 Definitions, including the following.
- Commonwealth Scientific and Industrial Research Organisation (CSIRO Verification Services) (CSIRO Verification Services).
- A recognised test centre which is National Association of Testing Authorities (NATA) accredited laboratory or a laboratory accredited by a body listed under the NATA Mutual Recognition Arrangements (MRA) Network.
‘Recognised test centre’ means a registered testing authority or other body with appropriate expertise and facilites for evaluation for conformity and/or verification of conformity to determine that the specific product as investigated complies with nominated reference criteria. Usually a National Association of Testing Authorities (NATA) accredited laboratory or a laboratory accredited by a body listed under the NATA Mutual Recognition Arrangements (MRA) Network.
‘Authorised body’ means either of the following;
- CSIRO Verification Services.
- registered testing authority.
- recognised test centre.
- recognised certification body.
‘Recognised body’ means an authorised body which operates a certification system recognised by ActivFire®.
‘Fitness for purpose’ means the ability of a product, process or services to serve a defined purpose under specific conditions.
‘Normative document’ means a document that provides rules, requirements, guidelines or characteristics for activities and their results. It is a generic term that covers documents such as standards, technical specifications, codes of practice and regulations.
‘Reference criteria’ means a normative document such as national or international standard, technical specification or other document recognised by the ActivFire® Scheme as suitable for evaluation for conformity of a product and establishing its fitness for purpose.
‘Evaluation for conformity’ means confirmation, by examination of evidence that a product, process or service fulfills specified reference criteria.
‘Verification of conformity’ means a systematic examination of the extent to which a product, process or service fulfills specified reference criteria.
‘Statement of conformity’ means a certificate of compliance, conclusion to a report or other suitable declaration from an authorised body, stating that an evaluation for conformity and/or verification of conformity of a specific product, as submiited and investigated, complies with the specified reference criteria.
‘Evidence of conformity’ means a statement of conformity issued by an authorised body and other relevant articles related to a specific product listed by the listing body.
‘Relevant articles’ means all specimens, documentation and media relating to and required for the identification of a product and its verification of conformity including reference samples, reports, correspondence, packaging, writing, get-up, labels, tags, materials and advertisements proposed to be used in connection with the use, sale, supply, distribution or promotion of the products.
‘Listing classification’ means product listings under the ActivFire® Scheme are categorised by at least one listing classification. The listing classification is determined by the source of a products evidence of conformity with the reference criteria. The current listing classifications are summarised as follows:
- Listing Body Approval (LBA); registration and listing by the ActivFire® Scheme, based upon evidence of conformity issued by the CSIRO Verification Services.
- Recognised Body Approval (RBA); registration and listing by the ActivFire® Scheme, based upon recognition arrangements and verification of conformity issued by a recognised certification body, recognised test centre or registered testing authority.
‘Listing investigation schedule’ means a written document prepared by the ActivFire® Scheme outlining the listing classification of products and the reference criteria for which evidence of conformity must be provided by an authorised body or recognised body for the purposes of verification of conformity.
‘Business entity’ means a person, whether an individual, business name, body corporate or other legal entity.
‘Applicant’ means a business entity identified on the application for listing, responsible for providing evidence of conformity.
Note, that the applicant will be recorded as the registrant upon successful completion of the listing process.
‘Registrant’ means a business entity responsible for the product registered and listed under the ActivFire® Scheme. The registrant is subject to the terms and conditions of the ActivFire® Scheme as applicable to the listed products registered under its name. It is responsible for the payment of fees and charges associated with the maintenance of their product listing(s), ensuring conformity of the listed product(s) with nominated reference criteria and will have provided evidence of conformity by the process and in a form as specified and/or deemed necessary by the ActivFire® Scheme.
The registrant is usually nominated as the designated supplier but may wish to nominate other business entities (designated distributors) under which their products appear on the Register.
‘Private label product’ means a basic product manufactured or provided by one business entity (‘the originating company’) and redesignated, labelled and packaged under the branding and marketing of another business entity.
Under the requirements of the ActivFire® Scheme, a business entity is eligible and can apply for listing as a designated distributor if they are verified as supplying a product physically and technically identical to that listed under an originating company’s brand/designation, but with the different brand/designation of the private label.
The registrant for the private label product will remain the same as the registrant for the basic product.
‘Manufacturer’ means a business entity which owns and/or is licensed to use a product design and/or technology and is responsible for the listed product it produces.
‘Designated supplier’ means a business entity as authorised by the registrant and/or manufacturer which is designated on the Register as a point/source of supply and support for the listed product.
‘Designated distributor’ means a business entity as authorised by the registrant and/or manufacturer and designated on the Register as alternative and/or additional point/source of supply and support for the listed product. Private label products are are an example of products supplied through a designated distributor.
‘Designated audit centre’ means a business entity and a specified location at which surveillance and inspections of listed products may be carried out.
‘Production unit’ means a business entity which provides facilities and resources that physically produce a product.
‘Component supply unit’ means a business entity which provides facilities and resources that physically produce major components used for the production of the product.
